Dublin City Council has approved the redevelopment of Glover Court on York Street, Dublin city centre, under a Part 8 planning process. The approved scheme plays an important role in the regeneration of the area and will deliver new, high-quality social housing through a combination of deep retrofit and sensitive new-build interventions.
3D Design Bureau supported the project by producing architectural CGIs, presentation photomontages, and verified view montages prepared as part of the Townscape and Visual Impact Assessment (TVIA). These visuals helped in clearly communicating the scale, design approach, and urban integration of the redevelopment to the local authority as part of the Part 8 approval process.
Designed by a multidisciplinary team led by DTA Architects, the project will transform the existing Glover Court estate into a modern residential development ranging from five to seven storeys in height. Once complete, the scheme will provide 53 new one-, two- and three-bedroom homes, all designed to achieve an A-rated energy performance.
Future residents will benefit from a landscaped internal courtyard incorporating a children’s play area, shared garden and community growing space, alongside on-site car parking and secure bicycle storage.
The redevelopment places a strong emphasis on sustainability and long-term climate resilience. By retaining and retrofitting the existing structures, the project extends the useful life of the buildings while significantly improving thermal performance and living standards. The new homes will be dual-aspect, built to modern space standards, and will benefit from improved accessibility.
The approved plans also include public realm improvements, such as enhanced landscaping, upgraded façades, and improved pedestrian connectivity. These will further support the wider regeneration of the city centre.
A Part 8 planning application is a statutory process used by local authorities in Ireland to deliver public development projects, such as social housing, community facilities, and public infrastructure. Unlike standard planning applications, Part 8 proposals are brought directly by the local authority and are assessed by elected councillors following a period of public consultation and technical review. The process ensures that developments align with the relevant Development Plan, while allowing the council to progress important public projects efficiently and transparently, with opportunities for public input before a final decision is made.
