South Dublin County Council have granted Cairn planning permission for the third phase of the Seven Mills residential development, located in the Clonburris area of Dublin 22. This phase includes the construction of 607 apartments, a core urban area encompassing retail spaces, a creche, an office building, and an urban square.
This latest approval increases Cairn’s total permitted units at Seven Mills to over 1,000 in the past year. The company is set to develop 5,500 new homes for over 15,000 residents at Seven Mills over the coming years.
Nestled along the Grand Canal, between Lucan and Clondalkin, and only 13km from Dublin’s city centre, Seven Mills is strategically designed for ease of access and integration with the city. When complete, a range of commercial and business hubs will benefit its residents.
The development has been thoughtfully planned and designed with pedestrian-friendly areas, complemented by two train stations and a network of cycleways and walkways. This infrastructure promotes sustainable transportation methods, and the addition of car and bike-sharing facilities further supports resident mobility within the community.
Construction of the first phase at Seven Mills began in January 2023. This phase, comprising 569 new family homes with 3 and 4-bedroom options, is nearing completion. The first residents moved in at the end of 2023.

The Clonburris Strategic Development Zone (SDZ), encompassing Seven Mills, is a significant area in West Dublin. It spans about 280 hectares of primarily greenfield land. The SDZ aims to deliver a significant number of housing units and community facilities.
3D Design Bureau
The Government’s approval of €186.3 million through the Urban Regeneration Development Fund (URDF) for infrastructure in Clonburris will enable new link roads, utility corridors, bridges, public parks, community centres, and more. Clonburris SDZ plans for 7,730 to 11,098 new homes, 8 schools, and over 31,000 sq. m of employment space. Cairn, as the primary landowner, has designed Seven Mills to be the highlight of this new town.
