Following an appeal, An Coimisiún Pleanála has granted planning permission, with amendments, for a large-scale residential development at the existing Balally Shopping Centre, Blackthorn Drive, Sandyford, Dublin 16. The approved scheme will deliver 71 apartments, ranging from studio to three-bedroom homes.
3D Design Bureau worked with the project design team across the planning process, delivering a full suite of planning support, including a daylight and sunlight assessment, verified view montages, and architectural CGIs. These solutions helped the team test and adjust key design decisions, while also giving the planning authority clear, evidence-based information on how the proposal would sit within its surrounding environment and what impacts it could have.
The original application sought permission for a one to nine-storey scheme comprising 100 apartments. However, the permission granted by the Board relates to a revised 71-apartment scheme, with amendments requiring the omission of the second and third floors and the removal of a mezzanine level unit to allow for additional external storage.
The approved development includes communal amenity space and private balconies and terraces for apartments, along with public realm upgrades around the shopping centre and façade improvements to the existing retail units.

Parking provision, access and public realm improvements are also included, with upgrades for pedestrians and cyclists around the site and changes to how the development connects into the surrounding streets.
Cycle parking and a revised car parking layout also form part of the scheme, alongside green roofs, PV panels, landscaping, surface water attenuation and associated site infrastructure and service connections.
