An Bord Pleanála has officially granted planning permission, with conditions, for a new mixed-use development on Merrion Row, Dublin 2, following a first-party appeal of Dublin County Council’s decision to refuse the proposed plans in October 2023.

South Dublin County Council has approved Quintain’s plan for the construction of St. Helens III, in the townland of Finnstown, in Lucan – Co. Dublin. The approved scheme will feature 205 residential units:
- A mix of 2 and 3-storey 3-bedroom and 4-bedroom terraced houses
- Duplex units, available in three-bedroom, two-bedroom, and one-bedroom configurations.
- One-bedroom, and two-bedroom apartments.
In addition, plans incorporate public and communal open spaces, car and bicycle parking facilities, and a suite of amenities that aim to elevate residents’ lifestyles within the complex.
The development’s location
St. Helens III is part of Quintain’s extensive land bank in Lucan and Adamstown. These lands, part of the Adamstown Strategic Development Zone, are spread over 200 acres and hold the potential for 4,800 residential units and 26,000 sq. m of mixed-use retail, schools, community centres, public parks, and sports/play facilities.
The proposed development offers easy access to Tandy’s Lane Park, Adamstown Train Station, and the new vibrant shopping and retail centre at The Crossings.
The St. Helens III scheme also reinforces Quintain’s commitment to sustainability. All phases, from design to construction, were carefully planned to minimize environmental impact and create a more efficient and sustainable development.
