199 home mixed-use development at Belgard Square East upheld on appeal

Following a review on appeal, An Coimisiún Pleanála has upheld the decision to grant planning permission for a mixed-use development at Belgard Square East, in Tallaght. The approved scheme will deliver 199 homes across two blocks, together with a broad mix of commercial, retail, healthcare and childcare uses.

3D Design Bureau supported the project team from the early design stages, building on previous work with the same client. Our role included a Daylight and Sunlight Assessment alongside a suite of planning visuals, all developed from a detailed analytical 3D model used across both the technical assessment and the 3D imagery.

For the planning visuals, we produced verified view montages, aerial montages and architectural CGIs. One of the key visual decisions was to frame many of the CGI viewpoints from a slightly elevated perspective rather than at eye level, helping to show the overall layout and massing of the scheme while also capturing public amenity areas, roads and site access. Our daylight and sunlight work also found that the development performs favourably overall.

The development will comprise two blocks ranging from one to seven storeys over a basement. In total, the approved plans provide for 199 homes, including studios, one-bedroom, two-bedroom and three-bedroom units. Block A will include senior living apartments, while Block B will provide standard apartments.

Alongside the residential element, the scheme also includes a wide mix of non-residential uses, including retail and commercial units, a bicycle sales and repair shop, an off-licence, a bar, a café, a medical centre, a dental practice, a pharmacy, a beauty and health salon, and a crèche with external play space.

The approved plans also include a strong mix of amenity and infrastructure, with internal communal space for the senior living units, wider public and communal open space, landscaping, private balconies and terraces, cycle parking, and an undercroft car park, among other elements.
