Permission upheld for 57-home development at Scholarstown House

Following an appeal, An Coimisiún Pleanála has upheld planning permission for a new residential development at Scholarstown House, Scholarstown Road, Dublin 16. The approved scheme will deliver 57 homes in total, comprising apartments and two houses.

3D Design Bureau contributed to the project by developing a suite of visual materials, including CGIs, aerial montages and verified view montages, that helped communicate the project and its integration within the existing context to the local authority. Additionally, our team carried out a daylight assessment, sunlight assessment and shadow study of the proposed residential development. These helped our client ultimately secure planning permission for the scheme.

The approved plans provide for the retention, alteration and conversion of Scholarstown House into one two-bedroom and one three-bedroom home, while a new apartment block ranging from three to five storeys will be constructed elsewhere on the site. That block will contain 16 one-bedroom, 26 two-bedroom, and 13 three-bedroom apartments, all served by private open space in the form of balconies or ground-floor terraces.

The wider development also includes residential amenity spaces, car and cycle parking spaces. Access will be taken from a new pedestrian and vehicular entrance off Orlagh Grove, while the existing entrances on Scholarstown Road and Orlagh Grove will be reconfigured to provide pedestrian and cycle access.

The appeal process considered a range of issues, including traffic, the relationship of the new development to the protected structure, residential amenity, and biodiversity. In upholding the permission, the inspector concluded that the revised proposal had addressed the key concerns raised under the previous application and that it would not result in negative impacts on the amenities of neighbouring properties or on the character and setting of Scholarstown House.
