Following an appeal, An Coimisiún Pleanála has upheld Dun-Laoghaire Rathdown County Council’s decision to grant planning permission for a large-scale residential development at the former Vector Motors car sales site on Goatstown Road, Dublin 14.

Following an appeal, An Coimisiún Pleanála has approved planning permission with conditions for a light industrial development on a 3.0453 ha site to the west of Stockhole Lane and Clonshaugh Road in Clonshaugh, Co. Dublin. The decision overturns Fingal County Council’s earlier refusal of permission for the scheme.
3D Design Bureau supported the planning process by producing architectural CGIs, verified view montages and an impact assessment analysis, helping the project team communicate the proposal clearly in its surrounding context and support evidence-based decision making throughout the appeal process.
Our impact assessment found that, if built as proposed, the development would result in a negligible level of impact on the daylight and sunlight received by neighbouring residential properties. Overall, the findings indicate that the scheme’s design and layout respond sensitively to its surroundings in terms of daylight and sunlight access.
The approved development comprises the construction of a light industrial scheme of four units with ancillary offices and staff facilities, with a total gross floor area of 6,456 sq m. Unit 1 will have a maximum height of 15 metres with a gross floor area of 1,217 sq m. Units 2, 3 and 4 will each have a maximum height of 17 metres, with gross floor areas of 1,363 sq m, 1,976 sq m and 1,854 sq m respectively.
The scheme includes a new access arrangement, with a multimodal entrance from the Stockhole Lane roundabout via an extended local access road. A separate entrance from Stockhole Lane and Clonshaugh Road will provide access for pedestrians and cyclists, with vehicular access limited to emergency vehicles. Pedestrian links are also planned on site, including a gate connection to the adjoining petrol station.
Once inside the development, an internal estate road network will serve the four units, supported by new footpaths and cycle routes. The plans also provide for 100 car parking spaces, bicycle parking, and the operational infrastructure needed for day-to-day use, including loading bays and yards, level access goods doors and dock levellers.
