Work is progressing on the SHD RB Central project within the Sandyford Business District. The development had previously secured permission from An Bord Pleanála for substantial amendments under the new Large Residential Development (LRD) framework. These updates maintained the core elements of the original design while significantly enhancing its overall aesthetic and functionality.
Recently, a new application was submitted to Dun-Laoghaire Rathdown County Council to extend the planning permission by up to five years. This type of request must be made within one year and 45 days before the expiration of the original planning approval, with the stipulation that the development continues to comply with the conditions and plans of the initially granted application.
RB Central is set to feature two architecturally distinct blocks organized around beautifully landscaped courtyards. These structures will vary in height, with some reaching up to fourteen storeys, together offering a total of 428 residential units. The revised unit mix includes 19 studio apartments, 135 one-bedroom apartments, 249 two-bedroom apartments, and 25 three-bedroom apartments.
In addition to residential spaces, the underway development boasts a range of amenities, including a 486-square-meter crèche with dedicated outdoor play areas, a versatile multi-purpose space, laundry facilities, a community co-working area, an exercise area, and a variety of recreational zones distributed throughout the complex. The inclusion of communal open spaces further enriches the living experience for future residents.
Conveniently accessible via Blackthorn Drive and Carmanhall Road, and just 500 meters from the Stillorgan Luas stop, the site is well-connected by public transport. Future residents will also enjoy a diverse mix of commercial and retail amenities nearby, including supermarkets, furniture stores, kitchen & interior showrooms, and a pharmacy.
Elements such as electric vehicle charging points, ESB substations, waste management areas and green roofs, all underscore the developer’s commitment to sustainability.
3D Design Bureau played an important role in the amendment submission for the RB Central scheme, contributing significantly to securing approval for our client. By working with previously supplied models, our team created ‘Presentation Photomontages’ and ‘Architectural CGIs’. These visuals demonstrated to the local authority the RB Central project, encompassing both the initially permitted development and the proposed amendments.
Most recently, as part of a compliance submission to answer condition 5 of the planning permission (ABP 304405-19), which requested detailed information on the external materials, colours, and textures, we updated the imagery following new design information. This was important to meet the local authority’s requirements for visual harmony, urban design, and connectivity within the development.

Strategic Housing Development (SHD) to Large Residential Development (LRD)
The SHD model, introduced in 2016, aimed to streamline the planning process for large-scale housing schemes. At the end of 2021, the framework transitioned to the LRD model, reintroducing a two-stage planning process. The decision-making for LRD applications had returned to local authorities, with the right to appeal to An Bord Pleanála.
The LRD model maintains a definition similar to the SHD: Developments of 100 housing units or more, or student accommodations of 200 bed spaces or more. A notable change under the LRD is the allowance of up to 30% of the gross floor space for non-residential uses, compared to the 15% cap under the SHD. Additionally, mixed developments combining housing and student accommodation are now classified as LRDs if they meet the threshold for either component.
