Dublin City Council has approved a new residential development under the Part 8 planning process on a derelict site at Bannow Road, Cabra West, Dublin 7. Delivered in partnership with Clúid Housing, the scheme will bring new homes and community space to this part of the city.
The approved scheme will deliver a total of 144 apartments, comprising a mix of one-, two- and three-bedroom units, across two residential buildings. Block A will range from three to six storeys and accommodate 40 apartments, while Block B will provide 104 units within a building of similar height, with balconies and terraces provided throughout.
In addition to residential accommodation, the development includes community and cultural spaces at ground floor level, totalling approximately 498 sq m across both blocks. The scheme also incorporates landscaped residential courtyards, a central area of public open space, and wider public realm improvements designed to enhance the surrounding urban environment.
The development includes provision for car parking, car-share spaces, and bicycle parking.
The project is part of a broader effort to deliver new homes on underutilised urban land, contributing to housing supply while supporting the regeneration of Cabra West. By redeveloping a previously vacant site, the scheme aligns with area-based plans, focused on compact growth and sustainable urban development.

What is a Part 8 Planning Application?
A Part 8 planning application is a statutory process used by local authorities in Ireland to deliver public development projects, such as housing, infrastructure, and community facilities. These proposals are brought forward directly by the local authority and are subject to public consultation and review by elected councillors, ensuring alignment with the Development Plan while enabling the delivery of key public projects.

From Local Area Plans to area-based plans: how Ireland’s local planning framework is changing
Ireland’s planning framework is moving from Local Area Plans towards new area-based plans, but the core idea remains the same: translating higher-level policy into clear, place-specific guidance for a defined area. That guidance typically covers issues such as land use, density, height and built form, movement, and the public realm.
