An Coimisiún Pleanála granted permission for an assisted living development on lands adjoining St Laurence College in Loughlinstown, Dublin 18. The scheme features 119 assisted living homes, a 180-bed transitional care home, and new sports facilities. The decision followed a grant by Dún Laoghaire-Rathdown County Council and subsequent appeals by the applicant and a residents’ association.
Assisted living homes are designed for older people to live in their own accommodation, with shared facilities on site. A transitional care home, on the other hand, is intended for shorter stays, including for people leaving hospital who need support before returning home. Ireland had an estimated 891,100 people aged 65 or over in April 2026, up 30,000 in a year, according to the CSO. The Government has identified a growing need for homes that support independent living as the population ages.
Designed by Douglas Wallace Architects, the assisted living element comprises one-, two- and three-bedroom homes across four blocks of five to six storeys. A separate five-storey building will provide short-term transitional care accommodation. The Council had initially decided to grant permission in February 2026, before appeals brought the scheme to An Coimisiún Pleanála.
The plans also include two multi-use games areas, two grass pitches and community spaces, including tea rooms and a multifunctional facility. A new pedestrian and cycle connection will link Wyattville Estate with the N11 through the site.
3D Design Bureau produced architectural CGIs and verified view montages for the project. The images helped illustrate the proposed buildings, show how they would appear from selected viewpoints in the surrounding area, and assist the local authority in making an informed decision.
The appeal decision’s conditions make the shared facilities a key part of the scheme’s delivery. The sports areas and community spaces must be available for structured community use, and the development cannot be occupied until the community infrastructure is complete. Once finished, the pedestrian and cycle route must remain ungated and open to the public.
